Suspension of the opening services to the public of museums and other cultural institutes and places for urgent measures regarding the containment and management of the epidemiological emergency from COVID-2019

The Minister of Health of Understanding with the President of the Autonomous Region of Friuli Venezia Giulia

Urgent measures regarding the containment and management of the epidemiological emergency from COVID-2019.

Having regard to Articles 32, 117, paragraph 2, letter q), and 118 of the Constitution;

Having regard to article 168 of the Treaty on the Functioning of the European Union;

Having regard to article 32 of law 8 December 23, 1978, No. 833, establishing the National Health Service;

Taking into account also that the World Health Organization on January 30, 2020 declared the COVID-19 epidemic an international public health emergency;

Given that 25 cases have occurred so far in the Veneto Region in the Municipalities of Vò (PD) and in that of Mira (VE) and that, for both Municipalities, the index case has not yet been identified;

Taking into account that this event could widen the epidemic outbreaks to other territories of the Veneto Region and of the national territory and that, since the complete definition of the epidemiological chain is underway, the involvement of more areas of the national territory cannot be excluded in the absence of immediate measures containment,

Considering the territorial contiguity of the Autonomous Region of Friuli Venezia Giulia compared to the Veneto Region, with a consequent significant risk that the epidemiological emergency from COVID-19, taking place in the Veneto region, may extend and affect the population of Friuli Venezia Giulia;

Therefore, it is considered that the conditions of necessity and urgency are met to issue provisions to combat the epidemiological emergency from COVID-19;

Having taken note of the evolution of the global epidemiological situation, the particularly widespread nature of the epidemic and the increase in cases and deaths notified to the World Health Organization;

Art. 1

(Urgent measures to avoid the spread of COVID-19)

1. In order to avoid the spread of COVID-19 in the Autonomous Region of Friuli Venezia Giulia, the President of the Region adopts extraordinary measures for adequate containment to counter the evolution of the epidemiological situation.

2. The measures referred to in paragraph 1 are the following:
a) Suspension of events or initiatives of any nature, of events in public or private places both in closed places and open to the public, including those of a cultural, recreational, sporting or religious nature; discos and night clubs;
b) Closure of the educational services of children and schools of all levels and of the frequency of school and higher education activities, professional courses, masters, courses for the health professions, courses for adult education and services for the law to the study related to them, with the exception of doctors in specialist training and trainees of the health professions, except for training activities carried out remotely;
c) Suspension of the opening services to the public of museums and other cultural institutes and places referred to in article 101 of the Code of cultural heritage and landscape referred to in Legislative Decree 42/2004, as well as the effectiveness of the provisions regulations on free or free access to these institutions or places;
d) Suspension of all educational trips both on national and foreign territory;
e) Provision of the obligation by individuals who have entered Friuli Venezia Giulia from areas with epidemiological risk as identified by the World Health Organization to communicate this circumstance to the Prevention Department of the Health Authority responsible for the territory for adoption the fiduciary home stay measure with active surveillance.

Hygiene measures for respiratory spread diseases below:
1. Wash your hands often, in this regard it is recommended to make hydroalcoholic solutions for hand washing available in all public places, gyms, supermarkets, pharmacies, and other meeting places.
2. Avoid close contact with people suffering from acute respiratory infections.
3. Do not touch your eyes, nose and mouth with your hands.
4. Cover your mouth and nose if you sneeze or cough.
5. Do not take antiviral drugs or antibiotics unless prescribed by your doctor.
6. Clean the surfaces with chlorine or alcohol based disinfectants.
7. Use the mask only if you suspect you are ill or assist sick people.
8. Made in China products and parcels received from China are not dangerous.
9. Contact the Single Emergency Number 112 if you have a fever or cough and have returned from China for less than 14 days.
10. Pets do not spread the new coronavirus.


f) The hospital Health Departments must provide for the limitation of the access of simple visitors to the hospitalization areas, preferably one person per patient per day.
g) Intermediate health facilities, (such as RSA), sheltered residences for the elderly and social-welfare structures must also limit visitors’ access to guests.
h) It is strongly recommended that health personnel follow the preventive measures for the spread of respiratory infections as well as the rigorous application of the indications for the sanitization and disinfection of the environments foreseen by the ministerial circulars.
i) Daily disinfection of regional trains and all local public transport by land, by air and by water must be prepared by the competent bodies.
j) Suspension of insolvency procedures with the exception of competitions for healthcare personnel.

Art. 2

(Duration of urgent measures to avoid the spread of COVID-19)

The provisions of this order will be effective from the date of signature of this document until the whole of 01.03.2020.
This ordinance may be subject to changes following the variation of the epidemiological scenario.
Except for the fact that it no longer constitutes a serious crime, failure to comply with the containment measures referred to in this decree is punished pursuant to article 650 of the criminal code.
A copy of the order is sent to the prefects and to the Anti-Suication Units (NAS).
